INTRODUCTION

Thank you for your involvement in the Idaho Transportation Department (ITD)'s U.S. 95 Thorncreek Road to Moscow project, which will determine, design and construct a roadway alignment for nearly 6.5 miles of U.S. 95 in Latah County. ITD is preparing an Environmental Impact Statement for this project.

Public input has helped ITD determine potential alternatives/alignments for U.S. 95 from Thorncreek Road to Moscow. It also has helped determine evaluation criteria and studies to conduct for the project. For more background information, click here.

Project Update (Winter/Spring 2011)

The Idaho Transportation Department (ITD) is continuing to address comments from the Federal Highway Administration (FHWA) about this project’s Draft Environmental Impact Statement (DEIS). In addition, ITD is updating previous environmental studies for the project.

ITD will release the DEIS for public comments after all of the FHWA’s comments have been addressed. Community members will be notified through local newspapers and a project newsletter. Copies will be available on CD, at this Web site and in several locations throughout the community. ITD will collect public comments during a 45-day period. A formal public hearing will be scheduled during the comment period.

Public comments will be reviewed and addressed before the document is submitted to the Idaho Transportation Board. The board will then submit the document to the FHWA requesting a Record of Decision (ROD) about the final preferred alignment.

The FHWA can then issue a ROD about the final preferred alignment and approve the Final Environmental Impact Statement. This will allow ITD to begin the final design stage for the project and to prepare the final right-of-way plans and start the right-of-way purchase for the new roadway.
